Start with three weeks.
Describe how your agency buys today and where it hurts. Brian Hadley reads every request and replies by email within one business day.
What to have ready
Four things help.
- The paths you use: IFB, RFP, qualifications-based, cooperative, sole source, emergency
- Rough volume: procurement actions a year, and roughly what share arrive incomplete
- Your procurement system, if any (OpenGov, Bonfire, an ERP module, email)
- What's written down today, and who holds the rest
What happens next
- Brian replies by email within one business day.
- A call to walk through how your agency buys and who runs it.
- A short written proposal for a three-week diagnostic, sized to your purchasing rules.

Read the RIAC work while you waitCommon questions
Asked on most first calls.
- What does the diagnostic cost?
- Rates are proposed, not published. The diagnostic is sized to fit common small-purchase thresholds, so it can usually move without a formal solicitation.
- What do we get at the end of three weeks?
- A map of the current process, a staff-time sketch from your own volumes, a path inventory, risk notes for Legal and finance, and one recommended engagement, or a clear reason not to proceed.
- Do we need a new procurement system?
- Usually not. The operating model is written first, then configured in the platform you already own or are buying, whether that's OpenGov or an equivalent.
- Who keeps the work?
- You do. The workflow, playbooks, threshold tables and crosswalk belong to the agency at exit.
